Since you entioned the Oracle-and-Canary parellel earlier, I couldn't help but consider the ways in which Tim and Babs are similar, apart from the being-gay-for-their-best-friend's thing. Babs loves to dress Canary up. She picks out her clothe most of the time when she's on assignment and during Dixon's run she was the one who designed that lovely, lovely Black Canary outfit. Tim seems much the same- any excuse to dress up Kon! I guess in a way, he really did send him the fishnets, metaphorically.
