His control-freak-ness about the clothes may make a bit more sense later. For now, we'll just go with the idea that Tim has minimum acceptable levels of couture for his dates.
Just because Kon's acknowledged that Tim can do it doesn't mean Tim does it well. But Kon does see the split there, that Tim is capable of living his life that way and he is not.
He's growing and changing, and it shows.
