In Bob Kane's autobiography he says that Robin was intended as Batman's Watson - someone to leaven the stories a bit and provide someone for the genius to explain his reasoning too.

I had fun fitting everyone into their roles. ^___^ I think my favorite bit (and the part that made Kira squeal the most) is actually Bruce's Irregulars, who only barely got glimpsed here. I'm looking forward to using them more.
